[mirror-admin] New rawhide tree not hard-linked?

So, after rawhide got blown away and restored, my mirror is almost done
re-downloading it.  I noticed that part of the reason it has taken so
long is that it looks like none of it is hard-linked to anything else
(even though most of it is still the same as F14).  In addition to the
extended sync time, it is taking up about 25G more disk than before.
