We are getting a new module created with the right permission's to access the
content. sometime over the last few years the acls were removed. so we found
out today that we have no way to stage content. there will be a new module
soon redhat-beta that has the same content as the redhat module but runs with
different privileges to enable mirrors to pull the staged content. the
machines that are listed as tier1/0 that have access to
sync01.fedoraprojkect.org are in the acl to access this new module. so all
the existing tiering should work.
