No. You may exclude any directory you wish. But, if you exclude
development/, you will exclude both the staged development/13 and
development/rawhide directories, and when it comes to release time for
F13, you will have to download all the releases/13/ content fresh,
rather than simply getting it hardlinked from development/13.
