[mirror-admin] New Fedora upstream mirror servers

Well it has been 10 years since I made a major botch job of mirrors,
so it looks like the statue of limitations has ended. We have gotten
new hardware for the Fedora mirrors (download*.fedora.redhat.com) that
will be installed and working on fedoraproject.org space
(download.fedoraproject.org to be exact). I am working on getting the
hardware installed to match the current settings and we will have a
transfer for a bit then a flag day. I hope to have the servers ready
for 'testing' by admins by Monday at the latest. I am waiting on
getting some configs to work and some public IP addresses for the
boxes :).
After this move we should ahve another big one that will only affect
people on I2 or LambdaRail. We will be putting new servers in RDU/NC
State that will be front-ending those.
