I'll start watching the mirror list for rawhide more closely, I hadn't
noticed this.

For your host in particular, I'm seeing that the daily rawhide push
happens, then the crawler comes by your site between 15:00UTC and
17:00UTC, and notes that you aren't up-to-date on those dirs (haven't
completed sync yet perhaps), so marks you as not up-to-date on the
development/ dirs.  2 hours later, the crawler comes by again, by
which point you've synced again, and so the crawler marks those dirs
as up-to-date again.

I believe this is working as expected.

No.  Even if all updates stop, MM will keep metadata on the last 1
week worth of updates, minimum of the last update.  This way, even if
no new content is pushed to a dir for over a week (such as the
Everything tree), the most recent push's metadata is retained and
used.
