(1) i am not sure this belongs on this discussion list, since i believe
this is an isolated problem for some specific client accessing some
specific mirror. i really do not see a mirror level issue.

(2) are you making multiple connections to the mirror from a single ip?  
the mirror is configured to limit to three connections from a sinlge ip
and also rejects (at least tries to) ranged requests to limit load and
provide equitable service to a wide base of clients.
