[mirror-admin] report_mirror failures

I restarted MirrorManager on bapp1 yesterday afternoon when I couldn't
hit https://admin.fedoraproject.org/mirrormanager at all.  The app
appeared to be somewhat hung, which also explains the report_mirror
failures.

Same here, I was getting mails from cron about it, but now it's working
all of a sudden.
