[mirror-admin] Fedora 11 open for mirrors (for reals this time)

Just put the finishing touches on F11 (I hope) so the releases/11
directory is open once again.  Release date is Tuesday June 9 1400
(10:00am Eastern US time).  We'll be trying to flip the permission bits
at least an hour early so that mirrors are open when we announce the
release.  Feel free to manually flip your bits at that time.

du says 140G in size, for F11, much of that is hardlinked (for now).

I'm also switching rawhide to be F12 content so expect a large chunk of
change there too.  Sorry to double whammy you but we're behind schedule
for F12 already and need to move forward.
