[mirror-admin] --size-only deadly for repomd.xml

Hi,

some people suggested to use --size-only untile the timestamp mess is
fixed, but that creates more problems: The repomd.xml file is not
updated, its old contents are used, and to make it worse rsync still
updates its timestamp, so no subsequent rsyncs will ever fix it
(unless the master changes again), and it also makes diagnosis a
nightmare.
