FWIW, download.wpi.edu seems to be finally synced to the point of no 
longer seeing lots of churn from ibiblio.  I'm reenabling 
--delay-updates, in the hopes that there are no more than 30GB of 
updates during any single rsync run--otherwise I'll run out of disk 
space.

I'm working on getting another TB or so of disk to supplement the 
current 1.8T.
