[mirror-admin] too many files just changing time

Thanks a lot for the data, it has been incredibly useful.  We just found
a configuration error that caused all of the timestamp changes - the
timestamp issue should be fixed when the next push.

These changed timestamps could have caused a good bit of the load on the
master mirrors too, so hopefully things will lighten up at that point.

As somebody suggested on list, it may be a good idea to do one manual
sync with --size-only before syncing the next push.  We'll post an
update here when the next push finishes.
