[mirror-admin] Still having problems syncing

I'm working on pulling from kernel.org, but I just stopped that. It
appears that a large number of the file timestamps have been updated,
which is causing my mirror to redownload a huge chunk of content (since
I use --delay-updates, I was close to running out of disk space).
If the timestamps have been updated, all the mirrors would be trying to
redownload a large amount of data simultaneously, which could be a cause
of load issues.
