In light of the recent master mirror madness, would it be possible for
kernel.org to use --delay-updates?  I think one of the issues that
resulted from the master mirror slowness is that kernel.org got a
partial rsync, which then got cut off in the middle.  As a result,
kernel.org had the new repodata, but was missing some files,
particularly for F11/i386.

A lot of other mirrors apparently picked up this partial sync, which led
to many users getting 404s.  Although the 404s didn't really make the
lack of updates any worse, this might still be considered a reason to
reconsider using --delay-updates in the future :-)
