this is fixed now.  The GeoIP database used by MM was corrupted when
it downloaded on 2 July.  MM was therefore using the user's IP address
only if it happened to match a netblock specification; otherwise it
was returning horrible choices to a lot of people, and swamping those
few that were returned early in the list.

I've verified that using your IP address, this now is returning
several mirrors from Germany first in the list.
