[mirror-admin] Fedora EPEL fullfilelist problem

I use a script that looks for changes in the fullfilelist to know when
to sync.  All along, the EPEL fullfilelist has been regenerated every
few hours, even when there is no other change, so my script checks for
that.

Now, it is sometimes generated with a "fullfilelist" (i.e. itself)
listed, while sometimes it doesn't list itself.  So, I keep resyncing
every 1-5 (or so) hours, when nothing has really changed.

I've put a hack in to work around this as well, but it should really be
fixed (and so should the regeneration when there's no actual change).
