[mirror-admin] Fedora download services migration

I don't know if this is related to the move work, but report_mirror has
been failing for me all day.  I was getting "ProtocolError for
admin.fedoraproject.org/mirrormanager/xmlrpc: 504 Gateway Time-out"
earlier, but now I just got "Connection refused".
