Yes, decrease in traffic is expected.

IITM (https://admin.fedoraproject.org/mirrormanager/host/748) lists
20Mb as available bandwidth while iitk
(https://admin.fedoraproject.org/mirrormanager/host/1059) lists 1000Mb
as available bandwidth.

Both are from India, and mirrormanager redirects traffic in such a way
that it is proportional to the available bandwidth.

I really should have waited for Matt to answer this, but could not
resist myself. Sorry. :)
