[mirror-admin] Redirecting Rawhide to Private Mirrors

I recently helped set up a private Fedora mirror at mirrors.cs.byu.edu.
I've registered the private subnet range with the MirrorManager, and
I've noticed that ISO downloads from www.fedoraproject.org are being
automatically redirected to mirrors.cs.byu.edu.  However, I tried doing
a "yum upgrade" on a machine with Rawhide and noticed that it's
connecting to other mirrors (such as mirror.hmc.edu and
archive.linux.duke.edu) instead of the private mirror.

The MirrorManager reports that mirrors.cs.byu.edu is up to date, so I am
surprised that yum isn't connecting to it.  I'm pretty inexperienced
with mirror administration, so I'm not sure what else to check.  Am I
doing something wrong?
