[mirror-admin] reducing "allowed stale" time from 7 days

Will the person in charge of the mirror be notified if their mirror is
marked "stale"?

If the upstream mirror is updated quickly enough, yes, I think so.  I run
rsync 4 times a day,  but that can be changed if necessary.
