[mirror-admin] How do I know when a mirror is done rsyncing?

That makes perfect sense, and I'll go ahead and give it a shot.  The
reason I'd chosen to mirror mirrors.eu.kernel.org is that it seemed to
be very up-to-date, so I'd like to stick with it if I can.  This gives
me a way to do that.  Thanks!
