[mirror-admin] excessive churn on linux/development/

This is what I got:

And it took 6h... This is only on linux/development, it was when
*newkey was erased from updates/*.

Now up updated from download.fedora.redhat.com and there was again a
lot of churn for very little literal data.

There seems to be some mismatch between Duke and the masters.
