[mirror-admin] newkey.newkey directories

Okay, so the newkey.newkey directories are a mistake.  Can somebody tell
us when the mistake has actually been corrected on the mirror masters?

Since this results in gigabytes of churn as mistakes are downloaded and
the proper files deleted, I have disabled rsyncing of updates on my
server until this is fixed.
