[mirror-admin] Heads up, lots of package deletions coming soon

We're about to land new repos for Fedora 8 and Fedora 9 updates.  These
will go into the old location (without the 'newkey' tail) and will
consist of just fedora-release (for F8), and fedora-release +
PackageKit, gnome-packagekit, and unique for F9.  These repos will be
vastly smaller than previous repos so you will see a lot of removals in
your rsync.

We're trying to time it so that both the info about the update process
and the update changes themselves get to the public at roughly the same
time to minimize confusion.
