[mirror-admin] Duke and EPEL Missing RHEL 4?

It had not been stated as a requirement in the past, only the whole
enchilada which we carry. But you're right, it makes sense to carry it.
 And since (at least for the time being) I'm out of the woods with
respect to disk space), I removed several excludes previously in place
under epel and fired off the rsync again.  Thanks for pointing this out.
