Doing cp -a (not -al) on the mirror - i.e. creating a new copy of all
old content is helping immensely on this side.  My private mirror for
my house and testing stuff is on a 1.5Mbps link at home (how that's

I've verified that the only files that are actually transferring at
"normal" speed are those that are actually new since the key change.
