The plan is to get the old content removed from the masters first,
yes.

As I understand it, for a brief time there will be both old-signed and
new-signed packages (not ISOs) on the mirrors.  Shortly thereafter, nearly all
the old-signed packages will be removed, leaving only the new
packagekit and fedora-release signed with the old key, to allow an
upgrade path.

Note, only current Fedora content (Fedora 8 and 9) are being
re-signed.  At this point, the ISOs for F8 and 9 will not be respun,
but their SHA1SUM files will be re-signed.
