There haven't been any updates pushed, you are correct.

there won't be changes to the methods, no.

Short story is, all the packages in updates/[89]/* are in the process
of being re-signed with a new key.  These will land in a new directory
under updates/[89]/*, while a few minor updates (packagekit and
fedora-release) will land in the existing directories, to make the
transition to the new directory.

lists the new directories.  Note, they're the same as the old
directories, except with '.newkey' appended to the name.  New updates
will start flowing into these at some point soonish.

shows the plan.  Much of this is in flight right now, but none of the
newly signed content has been pushed to the master mirrors yet.
