[mirror-admin] Preparing for the re-signed F8 and F9 release content

As stated before, to prepare mirrors for this content we are going to
create the new directories
(/pub/fedora/linux/releases/{8,9}/Everything/$arch.newkey/) and hardlink
the content from the existing arch directory into it.  This will allow
mirrors to get hardlinks of all that content in place, and once we
replace the hardlinks with packages signed with the new key the rsync
differences will be much smaller.

I'm still working on getting the signed content composed and staged
correctly, before we put it on the mirror, but first comes the
hardlinks.  These directories won't have permissions for end users to
see, but permissions for mirrors to sync them.  They should be ready
within a few hours.
