I've never been aware of a policy that prohibited it (and I've been on
the list as a private mirror for nearly a decade), so I've been
letting private mirrors on also.

For at least a year or more we haven't let private mirrors get added
to the Red Hat master rsync ACLs - they have to pull from another
public mirror.

Because of this, pre-release information doesn't really help private
mirrors much, except to know a release is imminent and about how big
it'll be.
