The permission bit has been flipped for this and now mirrors should be
able to access it.  du shows:

49G     /pub/fedora/linux/releases/test/10-Preview

and again some of that may be made up due to hardlinking
into /pub/fedora/linux/development so make sure your rsync scripts take
this into account.
