[mirror-admin] Fedora 9 bits

The only two files I changed were:
Fedora-9-x86_64-DVD.jigdo
Fedora-9-x86_64-DVD.template

Nothing else has changed since last Friday.  With those two new files it
will be possible to construct the DVD via jigdo and the files in the
exploaded tree.
