They aren't used during install anymore.  Our more useful release notes
are at http://docs.fedoraproject.org .

Whoops, that's a manual thing that I seem to have forgotten.  Let me fix
that up.

Actually wait, what do you mean by 'layout'?  It's in the
pub/fedora/linux/releases/9/Fedora/<arch>/os/ directories, where it was
the last couple releases.  Were you expecting it somewhere else?
