[mirror-admin] is push-sync available?

Is there a push-sync method for the masters to trigger the tier-1
mirrors? That'd be useful to avoid updates during changes in the
masters. It'd also make sure mirrors are notified as soon as there are
changes to be mirrored.

If not, what are the best moments to launch the rsync? I'm always
getting the "vanished" files errors...

Another peculiarity I noticed is that there's no "File list generation
time:" line, produced by the --stats option to rsync. The same script
produces this line for other mirrors.
