[mirror-admin] New IP for allotter.yandex.net

Hello!

Please, add new IP 87.250.239.69 for allotter.yandex.net into ACL and remove
old 87.250.247.5.

And I have a question. Now the speed from download*.fedora.redhat.com is
about 400 Kb/s. Is any way to increase it?
