[mirror-admin] reviving mirror and moving it to a new host.

I'm in the process of reviving the Duke Fedora Mirror.  I've registered 
with FAS2, and registered a site and 2 host IPs on the mirrormanager app 
for archive.linux.duke.edu (temporarily disabled by deselecting the 
User_Active checkbox).

What I'd like to know is whether the above is sufficient to ensure I can 
rsync from download.fedora.redhat.com.  Currently I can only rsync from 
mirror.linux.duke.edu.  I need to be able to rsync from 
archive.linux.duke.edu as well.  If the process is automatic, how long 
will it take for rsync access to be granted?  Otherwise can you please 
assist in enabling rsync.
