Hi Yenya,

our tier1 at mirror.speedpartner.de also carries epel and is located in 
Europe (Germany). If you are a regular tier2 or need an initial sync, 
let us know what IPs you'll be syncing from (IPv4 or IPv6) and we'll 
grant access.
