The "Fedora Unity" subproject did produce CD ISOs of F8 and F9. Look at
http://fedoraunity.org/.
Remember, if they have a network connection, they can use the "boot.iso"
file on F8, "netinst.iso" on F9, burn that small file to a CD, boot to
it, and do a network install for the rest of the bits. These are
located in the releases/X/Fedora/$arch/images/ directory.

I am reasonably confident that these images were never generated, as I
believe with Fedora 7 or so they stopped showing up to mirrors. If you
need to install on a system that doesn't have a DVD drive, I would
suggest something like a usb stick, network install or something
similar.
