[mirror-admin] Mirror manager crawler looking for wrong files?

It looks like the mirrormanager-crawler is looking for out-of-date files
in rawhide. My mirror appears to be in sync (regular rsync to
download2.fedora.redhat.com shows no changes), but when the crawler hits
it, it doesn't find what it is looking for. For example:

I have 11d3d481e28e0aabbeb0020c2e224c271e777d14-filelists.sqlite.bz2,
which is the same file as http://download.fedora.redhat.com. Checking
my sync logs, it appears that the 6494... file that the crawler is
looking for is from the 2008-12-24 rawhide build.
If I run report_mirror, all the development directories show up as
"Up-to-Date Directories" in the mirrormanager web interface (until the
next pass of the crawler). Does the checkin code use a different
database than the crawler code when looking for "freshness"?
