Well, no, it'd run about once every 30 minutes. That's certainly  
reasonable for a very minimal job (think at most a few dozen ms on the  
MM server and a couple of seconds on the tier-2+ mirror machine).

The tier-1 mirrors could certainly still use a real "push" method to  
sync with the master -- like SSH or whatever's convenient.

There's no need for another CA -- admin.fedoraproject.org already has  
a recognized SSL certificate.

It's no more work than setting up report_mirror, which most sites must
