[mirror-admin] rsyncing fedora-archive content

Side note about archive.fedoraproject.org.  Its a box that regularly has issues because of low ram.  I'm working to upgrade this but it won't be for some time yet.  So if you have problems, just try again later in the day/night.

Could you make a dedicated mailing list for that?  Then we can trigger
the mirror scripts when a robot receives an email...
