could you run a hardlink.py on the master? The rpms are indeed 99.9%
overlapping with current rawhide, but it is not hardlinked on the
sender's side. If it were a simple rsync ... -H would be smart enough
to reuse the development/ content.

W/o that ftp mirror admins can still seed as follows and get the same
results (adjust mytopdir to your paths):

mytopdir=/storage/public/mirror/download.fedora.redhat.com/pub/fedora/linux
mkdir -p $mytopdir/releases/test/10-Alpha/
cp -al $mytopdir/{development,releases/test/10-Alpha/Fedora}

But in general it would be nice if the masters could run a hardlink.py
whenever new content is added. On my F8/F9/rawhide fedora mirror on
rather common hardware a hardlink.py run takes about three and a half
minutes if all hardlinks turn out to be already set, e.g. that is the
slack time that would be considered wasted.
