I had emailed the owners of these entries last week; some have cleaned
up (or justified) their rsync acl list entries. Those noted below have
not, but I didn't want to just yank them without having spoken with
their admins first...

lists multiple fairly large network blocks. I can't imagine that for
example all hosts matching:
62.18.0.0/15
or
199.8.28.0/24
199.8.29.0/24
199.8.30.0/24
199.8.31.0/24
199.8.32.0/24
199.8.33.0/24
199.8.34.0/24
199.8.35.0/24
are running rsync and would require private access to other mirrors.
Shouldn't each organization have a very small number of specific hosts
listed in the ACL?
