VLANs are a local setting; it only applies to a Layer-2 system.  I cannot
image an IPTV provider somewhere randomly on the Internet using a VLAN to
transmit data to customers.

The only time I can think a VLAN would be used is if you have a local IPTV
broadcaster on your local network, like an IPTV-based Cable TV primary +
secondary systems.  Is this what you mean?
