Suspect someone was trying to DDOS the HK tax office or at least force some workers there to scan through all the messages.  If they are anything like the St. -o- GA, someone is working on a spreadsheet to catalog all the messages received. 

Doubt our listsrv was the only one abused. Lots of people aren't too happy with the HK govt right now.

The only reason 5 minutes might be too short is if Jim takes a copy of emails on vacation, replies while disconnected, but none are sent until he gets home.
