[ale] Systemd daemon take overs

A systemd feature that is rather helpful:

It can watch for changes to a file and then perform a scripted action when it occurs.

Example: dual dhcp servers with no shared config file. So systemd on each host watches the config. If one changes the script notifies the other to stop watching for changes, rsync the files, then start watching for changes.
