Yes, that I understand.  However, half of the circuits in the
neighborhood are actually POTS (according to the line crew) and not a
digital service so they're still on the hook to keep the lines working
especially because of the way this neighborhood is wired.  The 50 pair
trunk actually snakes from house to house with a splice in each yard to
pull a pair out.  If a pair goes bad now, they would not have another to
move any POTS customer which means no 911 for those customers.  They'd
be ripping it all out at that point.
