Exactly. And if someone is involved in some number of election races
where NOTA wins, they become ineligible for running for political office
ever again.
One side effect of the NOTA option would be a reduction of negative
campaigning. Negative campaigning works because if it convinces that
the electorate that the negative campaigning is true, the only options
left are to vote for the other guy, or not vote. With NOTA as an
option, negative campaigning may well result in driving more votes to
NOTA. This might force candidates to run a primarily positive campaign.
