That's because AFCIs are similar to GFCIs, they both have active
electronics in them to detect the situation of interest (GFCI detects
the ground fault current and AFCI detects arc fault currents).  The
current transformer inside the AFCI (and the same in a GFCI) will act
like a choke for HF/VHF signals so that would explain the loss of
performance of powerline Ethernet devices.
