[ale] OT: Windows 10 upgrade reminder blows in on weather report

Yeah. Package-kit can be annoying in rpm land. So I disable it from most
systems.

The really annoying bubble is the "you have mail" that goes off every 120
seconds! Maybe I should reset mail synch to every 30 minutes.
