[ale] LTS doesn't always mean LTS

Ok, I've just read all the posts, and I feel like I comprehend the
problem.  I'm running Mint 17.3, supposedly an LTS release.  Yet, I,
too, have some packages I would like to see upgraded and aren't.  I feel
stymied about what to do about it.  Suggestions?
